In early September 2008, the Environmental Protection Agency (EPA) passed new regulations that will cause small engine makers like Briggs and Stratton to rethink how they make and market their engines.
The design of new laws that seek to reduce small engine emissions by 35% is to ensure a smaller carbon footprint and save Americans money, but it will cost them initially. This is justified by the promise of a savings of 190 million gallons of gasoline each year once all small engines are converted to emission-busting standards in 2011.
As with almost any advancement in lowing lawn mower emissions the consumer will see an increase in cost with the new systems. While we may think of this change in relation to lawn mowers we can’t forget gas powered weed trimmers, hedgers and recreational watercraft.
The truth is marine equipment that relies on small engines will have to meet the new requirements by 2010. They will also be required to reduce marine motor emissions by 70%.
Most analysts are agreed that any small engine change that could affect this kind of reduction in emissions would likely require the use of a catalytic converter.
Small engine manufacturers have opposed these rules for years, and had the backing of Senator Kit Bond from Missouri who sided with manufacturers who may have considered the proposed regulations as too restrictive and feared a larger price tag might mean dissatisfied customers. Many now believe the change was either inevitable or timely depending entirely on perspective.
It has been estimated by the EPA that the changes will likely cost about $235 million a year. Most of that increase will be passed on to the consumer. Briggs and Stratton officials have made it clear the cost of their motors will go up when these new regulations take effect.
Many lawn care professionals have expressed concern over the inevitable price increase leaving some to wonder if they can continue in a business that, for some, has been a life long love affair with the outdoors. To put this in perspective a lawn care provider has already accepted the loss of revenue from higher fuel prices, but even if they replaced older equipment with lesser quality new equipment it will still cost from $35-$180 more per mower. This has the potential of eroding an already slim profit margin.
As with any report there is always another perspective. The news that excites many is a statement made by Bill Becker who heads the National Association of Clean Air Agencies. Becker stated, “This rule will be the air pollution equivalent of removing one out of every five cars and trucks on the road.”
Analysts further expect fewer deaths associated with lawn mower emissions as well as other small engine carbon based discharge.
Many retailers have already concluded that when it comes to small engine machinery they will not likely see a drop in sales, at least when it comes to mowers. The prevailing belief is that while a jet ski might be a luxury a mower is often a necessity.
Some retailers are also stocking up on existing mowers due to the fact they will be grandfathered in. Existing units will not be subject to the new EPA rules so some business owners will attempt to stockpile older units for sale even after the new regulations go into effect.
Small engine manufacturers have expressed a commitment to work with regulators to find solutions to a drop in overall emissions and will be aiming at the target dates set by the EPA.

Day 1:
Promise this month that you will use every drop of shampoo, conditioner, soap, deodorant, and moisturizer in your house before you buy any more. See if you can last an entire month with the inventory you already have on hand.
Day 2:
When you’re ready to throw out your toothpaste, squeeze, flatten, press hard to get just 1 or 2 more uses from the tube.
Day 3:
Have friends over for dinner this weekend instead of eating out. Each month rotate who will host the dinner party.
Day 4:
If you are dissatisfied with the service or product you recently purchase, send a complaint letter. Oftentimes, the company will send you an apology with some sort of coupon or certificate.
Day 5:
Plant a garden this year and have fresh vegetables this summer.
Day 6:
If you are considering a car purchase, think fuel efficiency. A vehicle that gets 30 miles per gallon (MPG) will cost you $450 less to fuel each year than one that gets 20 MPG (assuming 12,000 miles of driving annually and a fuel cost of $2.60). If you own your car for at least 5 years, the more efficient MPG car will save you $2250 in gasoline.
Day 7:
Shop differently at the grocery stores. Most stores have attractive sales that bring you in the door in the hopes that you’ll end up buying other items that are regular price. This is referred to as a “loss leader.” Buy the loss leaders in bulk and freeze what you don’t use. If you eat pasta sauce regularly and the store has them on a great sale, buy four of them. You’ll use them if they are in your pantry.
Day 8:
Stop using your local ATM machine. Most grocery and drug stores, gas stations, and convenient stores now allow you to get cash back from your purchase. Don’t give away $1.50-$3.00 to use your local machine.
Day 9:
Round up the cost of your purchase. As you work your budget use whole dollars and drop of the cents. For example, if something cost you $9.70, list it as $10.00. Over the course of the month you will have created a little slush fund that can be set aside for savings.
Day 10:
Eat a big breakfast meal for dinner. When you’re so busy in the morning it’s rare you ever get a real breakfast. Why not have pancakes and omelets for dinner instead?
Day 11:
Keep foods that store well at your workplace. Examples include oatmeal, cream of wheat, soup, and protein bars (that you bought on sale!). This stash of food will come in handy when you are tempted to go to the vending machine.
Day 12:
Bring your lunch to work – 1 day a week
Day 13:
Shampoo your own carpets this season
Day 14:
If you bought an item at regular price and it goes on sale within 30 days, call the store to ask what their policy is on reimbursing you the difference. More often than not, they will give you the sale price!
Day 15:
Get some exercise and wash your own car
Day 16:
On the weekends don’t use makeup and styling hair products.
Day 17:
Instead of buying a new tool, gadget, or piece of equipment, ask you neighbor to borrow theirs. Be a good neighbor and return it when you’re done.
Day 18:
Pay your bills on time and avoid the late fees!
Day 19:
Refinance your home if your rate is 2% points or higher than the current mortgage rates.
Day 20:
Stop trying to compete with the stuff your neighbor owns. There is real freedom when you go to sleep at night knowing that you may have less but you don’t owe anyone a dime.
Day 21:
Teach your children how to fly a kite instead of going to the expensive arcades or movie theatres.
Day 22:
Bring your lunch once this week to work.
Day 23:
Purge your closets. Donate clothes you don’t wear anymore and wear an old forgotten favorite.
Day 24:
Take today and make a spa at home. Bubble bath, facial, moisturize, and relax.
Day 25:
Find out if your local zoo or museum has a “free” day and take the family for a picnic as well.
Day 26:
Look for a lower interest rate if you carry a balance on your credit card account. Spend an hour and save your self hundreds but getting a lower interest rate.
Day 27:
Do you dare to cut or trim your own hair? It will grow back.
Day 28:
Paint your own house.
Day 29:
Make your hobby pay for itself – sell some of your creations.
Day 30:
Eat a piece of fruit as a snack instead of an expensive pre-packaged preservative-filled plastic wrapped calorie-filled cookie, candy bar, or treat.
Day 31:
Just for today, don’t spend any money.

When I recently saw the President of the Pay Day Lender’s Association on TV the other day lecturing the viewing audience to “Never borrow more than you can repay in a short period,” I got sick to my stomach. I knew he was smelling blood!
He was clearly reacting to the increased desperation of the middle class American worker, falling further behind because of stagnant wages, rapidly rising mortage, gasoline and health care costs.
If you don’t take action to protect yourself and your family, now; from this increasingly predatory economy we live in; you will go right into bankruptcy, foreclosure or both, along with millions of your fellow middle class Americans.
Most of you are letting the government take 30-50% of your hard earned income in taxes every day, while tax the corporations and the wealthy ever more unconscionable and unfair taxbreaks.
Exxon/Mobile makes $9 Billion in profits in 1 quarter and ½ million middle class families will go bankrupt this taxes because they do not have $300/mo more income, which according to a Harvard researcher, Elizabeth Warren, is all that is needed for them to avoid bankruptcy!

Money is an important aspect of our daily lives. Ideally, you should spend less than you earn and get some extra money every month. Unfortunately, using credit cards, some people spend more than they make and this can lead to financial problems.
But it is easier than you think to cut a few corners and get some extra money every month. Here are some easy tips to help you cut back on those expenses.
First of all, you need to stop using your credit cards unless it is for an emergency. And no, a new purse is not considered an emergency.
You can save a lot of money on your grocery bill. Use coupons and shop at stores that offer double or even triple coupon deals. Whenever possible, buy items in bulk. Eliminate the purchase of all junk food and pre-packaged meals. Although it is more time consuming to make meals from scratch, it is much healthier for you and your family and it is significantly less expensive. This can save you $100 each month.
Consider carpooling. With the price rising daily, there are bound to others in your workplace that would be interested in saving money on gas. Post a flyer in your place of business advertising the fact that you are interested in carpooling. This could cut your gasoline expenses in half. And with the price of gas, it could be a substantial amount.
Do you buy coffee, candy or snacks every day while at work? By eliminating these expenses or cutting them back to once a week, you can easily save $50 a month.
Try bringing your lunch to work and pack a lunch for the children. This one change can result in savings of $150 or more.
When was the last time you were at your local library? The services offered there are completely free; take advantage of them! In addition to best selling novels, most libraries now offer DVD’s, magazines, and children’s books. Becoming a regular library patron can save you a fair amount of money.

Tax laws change around year end just in time to take advantage of year end planning. This year is no exception. Congress has been busy making new laws that may affect your tax bill when you file your tax return in 2006. Some taxpayers will benefit from these new laws. Inflation adjustments for personal exemptions have increased, as well as standard itemized deductions, tax bracket adjustments, and annual gift tax exemption.
One of the most favorable law changes affecting most taxpayers is the new automatic extension for taxpayers who cannot file their tax returns by the April 15th deadline. The new law became effective in November, 2005 for returns filed in 2006. Prior law gave the taxpayer an automatic extension of four months after the April 15th deadline or August 15th. If the taxpayer needed more time to file after August 15th, they could file for another extension but needed a good reason. The IRS also had to accept that reason and grant the second extension. The new law does away with the second extension and allows an automatic six month extension or until October 15th. The new automatic six month extension does not require a reason to extend. As always, the extension is for additional time to fill. All taxes owed at the time of extension should be paid.
Laws that affect the victims of hurricane Katrina have dominated this year. The IRS was set up to handle registration calls of victims of Katrina for FEMA. If anyone had to call the IRS this past summer and fall, they meet with long hold times and overworked IRS agents. There are a number of tax law provisions that have been enacted to help the victims of Katrina get back to a normal life. If these people had retirement plans, laws were relaxed to help them obtain loans from the retirement plans. Deadlines to file and pay taxes were set to February 28, 2006 for victims of Katrina. Anyone that has been affected by either hurricane Katrina, Rita or Wilma are urged to seek help from the IRS or other organizations who have aligned themselves with the IRS volunteering time to give them free assistance with their tax questions.
Taxpayers who use their personal vehicle for work either as an employee or in their own business and use the standard mileage rate will receive tax benefits from the increase of the standard mileage rate due to increased fuel prices. The mileage rate for the first eight months of 2005 will be 40.5 cents per business miles and 48.5 cents per business miles driven the last four months of 2005 when gasoline was topping $3.00 a gallon during the hurricane season. Starting in January 2006, the optional standard mileage rate will be 44.5 cents per business mile driven. Medical mileage was also adjusted. Charitable miles remained at 14 cents a mile driven except for mileage in connection with Katrina hurricane relief efforts.
The IRS has announced the Free Filing Alliance. This is an alliance with private companies who offer free tax filing for certain taxpayers who meet the eligibility requirements to e-file at no cost to them. This must be done through the IRS website and the Free Filing Alliance at the IRS website. For additional information on eligibility, check at the IRS website, www.irs.gov.

If you’re like most people, there’s a good chance that you haven’t given hydrogen a thought since the eighth grade. Heck, there’s a good chance you didn’t even give it a thought back then! As gas prices continue to skyrocket, thousands of car owners have been turning to a technology that helps them convert water to fuel to power their cars. This is a real technology that is gaining mass appeal simply because it works and is saving drivers $1000s in gas costs.

Saving techniques extends to the time of the day you may choose to purchase fuel for your car. Buy an inexpensive manual air pump and check your tires pressure on a weekly basis to ensure that your saving actions are not undermined.

Water powered cars is the buzz word nowadays especially with outrageous oil prices and issue of global warning. The difference between a car powered by water and the rest is in the engine compartment. With a slight modification, the system will benefit the environment as well as the driver in economic terms.
So what exactly is water powered cars system? Do they turn your vehicle to run on 100% water? I wish I could say that. Unfortunately, such technology has yet to exist, at least not commercially. This system modifies vehicles to run on both water and gasoline/diesel. Water is used as a supplement to gasoline.
